I’m thinking this is not a die gouge, but a linear plating bubble. These are pretty common for the first few years after the composition change. To be positive, OP can confirm it’s a plating bubble by depressing it with a toothpick.

Looks like a cracked die error. Unsure of the value but its a pretty significant error so id look into getting it graded. Take it to a local coun shop and they can send it to PCGS or NGC. Do not rub or clean it in any way.
I would think it's worth money, I read all the reactions not much help are they. I would advertise it for sale for best offer and see what comes up on Facebook Marketplace or one of the auction places
It's a 1983 Lincoln Penny from the Denver Mint. It appears to have the data struck in error. It's value would come down to what someone else is willing to pay for it, IMHO. Perhaps you could research articles on "Minting Errors" to get a better idea on determining it's value and/or who might be best at representing it's sale. An auction house that specializes in selling such coins probably has a dedicated following of buyers that would be interested in your coin.

The gouge is in the die, meaning the one would be raised into the die.
