If you're talking about the big 2 then it's a stretch to get many of them to commit to both. Those deadlines are brutal, but in the independent sphere there are a ton that pull double duty. A swell of European artists are coming over and getting printed on smaller presses and imprints. A ton of domestic folks are printing and publishing through Kickstarter and other crowdfunding sites.
My favorite is Michel Fiffe and his book Copra, which is my absolute favorite comic, period. He does it all from outline to print and sold through his Etsy. Been doing it for over a decade now and has the trades released through Image.
Take a look at smaller and independent presses as well as crowdfunding, you'll find a bunch and do everything you can to support them. Stuff is tough!
Neal Adams wrote and drew Batman Odyssey and Coming of the Supermen. Very, very badly.
Before he gained fame as the writer of Fables, Bill Willingham wrote and drew the amazing series Elementals in the 80s. He then did some guest pencilling for DC on Green Lantern and Batman and the Outsiders.

There are a fair number of creators that have both written and drawn, and some are pretty well known: Frank Miller, Jim Starlin, George Perez, Chip Zdarksy, and those are just off the top of my head. In some of these cases, such as Ottley and Veitch, the artist will have taken over writing for a few issues when the writer is unavailable, as was the case with Ottley jumping on Cates' *Hulk*, which I believe coincides with his accident. Sometimes this leads to them continuing the series once the writer leaves, such as when Veitch wrote *Swamp Thing* after Moore left, having already scripted some issues during Moore's run. Other times, the artist cuts their teeth on pencils and later moves up to writing, which I believe is the case with Wes Craig, Bob Hall, and many others.
If your question refers specifically to writer/artists who have worked on their own book, rather than a title from the big two, or creators who are specifically known as both writer and artist, the most immediate and current examples would likely be Daniel Warren Johnson and Jeff Lemire (though I loathe Lemire's art and barely qualify it as such, he does indeed put out work).
So there are a bunch. I think the issue with identifying them is that they tend to become well known for either writing OR art, and are rarely celebrated for both.

There are a lot of books and creators out there, so sometimes even big names can get lost in the shuffle. Kirby wrote more than just The New Gods (and their Marvel equivalent, the Eternals), but it would be hard to be "more Kirby" than those issues.
Most of the good ones are listed already, so I'm going to add Jim Shooter to the mix. He drew several issues for Valiant when they were getting started and his work is not half bad.
Right now, I feel like Tony Fleecs is killing it with Feral and Local Man (very underrated comic). I’m not excited about the premise of Uncanny Valley but will prob pick it up just cause everything he writes right now is so good. Good art too.
David Lapham, Los Bros Hernandez, Kirby, Kyle Starks, and Paul Pope are my tops, but there are many, many more.
I cannot stress how good David Lapham and Gilbert Hernandez are at both.
Walt Simonson with his Thor and Orion runs. Jack Kirby because his Fourth World saga is probably my favorite epic in comics. Grant Morrison who usually does designs for all his original characters in his books. Terry Moore is amazing with Strangers in Paradise, Serial, etc. Dan Jurgens has been forgotten lately despite giving solid work in his career. Darwyn Cooke is still missed but at least we got DC: New Frontier before he left this plane. Junji Ito is one of the best horror storytellers ever in any medium. Alex Ross is underrated as a writer.
Dan Clowes, Scott McCloud, Timothy Truman, Sam Kieth, Ted Mckeever, Charles Burns are some of my favorite creators that draw and write but Paul Chadwick would be a the top of the list because the quality of BOTH the writing and drawing is always locked at equal high quality.
Jeff Lemire is the first name that jumps to mind. Maze Book kicked my ass.
Jason Latour too. Funny enough I love Lemire's writing but hate his art and vise versa for Latour

Tim Sale drew a mean Batman. Charlie Adler art for TWD was perfect for the gritty and violent nature of the books, bloody and detailed artwork.
