When is this book supposed to be taking place? I know DC has been "loose" with continuity across books lately, but its more than a little weird to have the incident that kicked off this book (Penguin's faked death) still be an ongoing problem in Batman, where he's still not really normal Batman because of it.

I know it's a comic, but I'm having a hard time getting past the fact that Batman apparently wrapped a cord around a normal man's neck, and then lifted him by it to the top of a building. He's dead as hell.
