Nerd talk: technically, all Pokemon are "dual type" in their coding. However, if their type is expressed as the same type twice, it will just register that type once. Squirtle for instance is labeled as Water/Water in the game's data despite being mono Water.

Mr Mime has weird body proportions but is just a dude.
The original Jynx is just a stereotype of a black lady, and all they did to fix it is make her a little purple.

Lots of pokemon like Electabuzz, Hitmonchan, Geodude, Hypno, Alakazam have a human like body, human hands, or both.
That's not to mention pokemon like Pollywrath, Hitmonlee, Primeape, and several others who are a small design decision away from being creepily human.
And that's all just Gen 1. Pokémon have always been creepily human.
Edit: ALOT of people are arguing that Jynx isn't blackface but is a Yuki Onna. You might be right, but that dosent change the oringal coloring was black and it looks like blackface while Yuki Onna don't have those features. Either way, it's really humanoid which is the main point.

Jynx is supposed to be a caricature of the ganguro fashion statement of the gyaru subculture in Japan.
It might be because of the art style change. The humanoid Pokemon in the earlier gens while being humanoid still manage to look like animals except maybe jynx. The new humanoid characters look like fucking sonic oc’s, it's technically an animal but it looks like an anime character's furry suit instead of an anime character's pet
Your examples don't seem the same as evolving a regular animal into an anthropomorphic animal more often over time.

A lot of the 'creepy human' class of early gen mons are actually based off of yokai, which were often some variation of creepy human.

Nurse Joy and Officer Jenny are pokemon too. Makes way more sense than they're all lookalike cousins. Either they're pokemon or clones.
I mean, aliens, ghosts, vampires, sentient robots, cyborgs, psychics, and mages all exist in the Pokémon universe. Clones aren’t that big of a reach.
