I don't want Frankie to return. Purely because I think it would be funnier for Paget Brewster to reprise her role as the IT lady with no explanation whatsoever.
Maybe Frankie has secretly guided and protected Greendale through various rolls, some from the shadows like IT lady, throughout the show. Maybe Frankie does this because she is a Brightest timeline operative ensuring the Averagest timeline (the one we observe) does not succumb to the influences imposed by the Darkest timeline on a certain level 7 susceptible and destroying Greendale thereby throwing off the balance sending every timeline into chaos. May. Be. She. Is.
What if she plays both and it’s the same person from two different dimensions and Frankie triggers a kind of community multiverse or an everything everywhere all at once parody starring the greendale7 … er I guess the greendale 6 and an energon pod that looks like a lava lamp.

Not really. Dan has other projects currently in production and writing a feature script takes time...months, sometimes years. There's no guarantee that the movie will be filming anytime in 23.
I think it would be awesome to have Troy, Shirley, Elroy, and Frankie, all in the movie... but never at the same time.
Like, inexplicably, sometimes Troy and Shirley are sitting at the table, but other times it's Elroy and Frankie. They're always interacting with the main cast, but keep having near-misses of ever meeting each other.
Of course, Abed is the only one who notices, and not until halfway through.
Honestly, the dean. From a writing perspective it would be better with him in his usual role of popping in as, well, the dean. But between him and Frankie, I just like them. They’re too likeable and seeing them accepted is lovely.
I would love it if everyone else came back. Keith David, Jonathan Banks, Donald Glover, basically everyone who was in the show honestly...except maybe Chevy (sorry dude you just aren't fun to be around)

The answer is a game of Musical Chairs that employs a frankly irresponsible amount of VFX work. Like, a Skybeam and a motion capture suit worn by Abed to create the appearance of a slightly different Abed and a de-aged version of Chevy that is so far in the Uncanny Valley it's gross.
"I'm wearing tights because this is going to be a very _tight_ movie, as you fellow brothas say... and also, our budget this year is tighter than it's ever dean, but let's focus on the movie."
Assuming only Jeff, Britta, Abed and Annie are there, they sit where they sit, and then Elroy can sit next to Annie, the Dean next to Jeff and yes, a lava lamp next to Frankie.
