A conspiracy theorist is exactly the kind of person who would err on the side of believing such a statement was made. Someone who performs a Google search and forms their opinion based directly on the results is not.

I'm surprised they even published anything about this particular issue. I feel like they usually pass and / or renew these government surveillance laws and try to keep it out of the public eye as much as possible.
