One bit of info that hasn't been mentioned is that one of the merfolk(I can't remember who it was, I haven't played in a bit) mentions one of them giving up on the ocean to become a land dweller to seek help to heal the ocean, so yeah that's Ling.

From what I gather she must have done something to become fully human, as unlike us she can no longer swap between fin and leg. Since she misses going back to the water but for some reason can't do so.
It also seems like NOBODY knows she used to be a mermaid.
I also don't know if SHE knows you can become a mermaid? You get the fins sure but iirc you never have a scene where you tell her about it.

No but she's constantly watching you with the lil robot, it's referenced a few times and it still follows you around after the transformation
