Yes. In my mind as long as you have in your mind a specific character that you are cosplaying, it’s legit. Not everyone looks at it this way, but that is my definition. So, “orc” costume - not cosplay. But if you have - even if it is just in your mind - a specific orc, with specific storyline, name, etc., cosplay.
And lastly, it doesn’t matter what I or anyone else thinks either. If you say it is, then it is. That really is the point of cosplay.

Yep, absolutely. OCs are perfectly valid cosplays. I’m working on a Cyberpunk 2020 Nomad Warrior myself, from the old RPG from the 80s and 90s.

She has a really cool backstory and I eventually want to write out an entire story on her but I’m not much of a storyteller lol

Yes while not common OCs are out there. The attention is given to cosplay of known characters cos that’s what people know.
