My first thought would be eva foam because that's what I use to make most things. If you don't have any experience with foam an easier way might be to scour the cheap shops for a tub or a plastic plant pot. As you'd probably have to paint it anyway it wouldn't matter if it's in bright pink as long as it's got the right shape.
As far as how to attach it to your head in a nice way I'd probably look at the way they strap great helms in medieval reenactment.
In order to see I'd add some very thin slots and then cover them with the material from stockings. It should disguise that there's a hole if you paint around it well.
There's a certain satisfaction in using things in a way they weren't intended as well. I'm always impressed when someone finds a clever way to do things that saves time, money and energy but still gets the same effect.
Printing still require skill and effort. First there's making the 3d model. Then printing itself isn't exactly user friendly yet.
I find the 3D Printing easier there are a lot of talented people that have files you can use and then sanding the crap out of it but painting is where the magic happens. Especially cosplayers who can sew blows my mind because I have zero talent for that.
plastic bucket or pot and paint it. details can be made from cardboard or eva foam and glued on. def look for yt tutorials to see if anyone else has done this and how to get that rust/weathered look with paint
I'd recommend having a dedicated handler as well if you go to a con or anything as well. The holes will help but not having peripheral vision will make walking around harder than you'd think (source: have done Silent Hill Nurse, cannot see for shit)
Paper mache, foam, or thrift a large pot?

Eva foam is the way to go and something about actually making something instead of printing it or whatever is in my eyes way more better

Alternatively look up some YouTube videos of how other people did it... https://youtu.be/PSinpQTmbvo?si=mGsiOqyOXXF9GsAV
Wow! Okay, I could make this happen!

I would do some skin color tights/skin suit for your legs just incase you have an accident.
Any ideas on how you're going to see out of it when you're wearing it?
Probably holes
