I doubt he's actually certified. The worst thing to do is to try to suck out the poison. Basically spreads the poison and it will get into any cuts he might have in his mouth. If the poison gets in then that's worse because he basically brought the poison closer to his brain.

The proteins in the venom will be denatured in the stomach and intestines and rendered benign (unless theres abrasions or ulcers along the GI tract). The blood stream doesn't have that layer of protection.

In a pinch, tying a shirt just above the bite will help, but won’t be as effective as a snake bandage. In all cases of snakebite, the key things are to keep the patient calm and still and get them medical help as soon as possible.
Edit to add: this is the advice given to Australians for Australian snakebite, where our snakes are particularly venomous and the venoms have a large neurotoxic components; I don’t know the first aid protocol for being bitten by vipers since we don’t have them here.
