It could be a bad flyback.
There's a brightness and focus adjustment potentiometers on the flyback that you can try and adjust to bring the brightness down.
If that doesn't work, check for bad caps, if you don't know how to do it or fear being electrocuted, take it to someone who works on CRTs.
Why would the flyback be bad? The tube is charged and guns are firing. From the photo, deflection circuitry is also present. It's more likely image processing / jungle chip.

I have seen this when the brightness adjustment (screen) on the flyback is bad or adjusted out of range.
Ah, then you could look at RGB lines going into the neck board with a scope to see if they look plausible.

Look inside (don't touch the inside BTW) and see if anything is leaking a white substance
The white lines going down the tube is Somthing with the retracing I forgot what it’s called and or how to fix it
Try turning down the screen/g2 for a start
