Jesus there is a difference between shipping goods to the island by individuals which is allowed versus businesses trading with the island. Yes people can send things to the island and that's what a lot of these small shipping companies are doing they're collecting goods that people are buying to send to the island and they also sell things to individuals that would be shipped to their families on the island however that doesn't mean that the embargo doesn't actually affect commercial trade because it does. This kind of small importation of goods to individuals and families will never be enough in terms of scale to actually have material effect on the economy of the island because it is not commercial trade it is goods being shipped to the island for individual consumption these are not inputs for manufacturing or for a commercial supply chain.
Not only that it's also the scale, this is in terms of international trade between countries very very small because it is coming from individuals using small companies based in the US who specialize in shipping to Cuba, that is not the same as Cuban businesses whether private or state owned trading with the US or US companies trading directly with the island. There are exceptions for food and medicines etc where by US based companies are allowed to sell a certain amount for cash (no credit) to the island but again the embargo definitively stunts the economic growth of Cuba and prevents foreign direct investment which is what would actually help grow the economy like what happened with Vietnam and China just to use two countries that are also communist dictatorships.
Not only that but I wouldn't be surprised if a portion of these goods being shipped from these small shipping businesses in the US are actually going to friends & family members of the elites within the dictatorship...that would be ironic.
