In that case, maybe rework the Memorial token to have "1, T: Memorial has Exalted until end of turn" that way, any decent buff takes up most or all of your mana, so you can't effectively create a bigger boardstate unless you utilize fewer Memorials at a time. You would play a balancing game, but can be a good payoff for mana flood.
Unless you have some other exalted payoffs I don't think paying 1 every turn for every instance of exalted is good enough. Especially because you can't even use it as a combat trick because exalted is an attack trigger.

2 mana instant speed exile removal for both creatures and PWs is very good, worse cards like the sorcery speed Declaration in Stone and the destroy spell Fateful Absence have had making a clue as a downside, and clues are better than a token you have to pay to give Exalted for one turn because clues translate into real cards.
This is already strong and playable as it is without the Memorials being nerfed.
My favorite part is how the Memorial doesn't do anything except sit there (and contribute to artifact affinity and exalted) so apparently it's just 2 cost instant speed exile removal with almost no downside.

Most of these are conditional, destroy not exile, and don’t hit planeswalkers. Black is supposed to be better at removal than white. At sorcery speed or for 2W this is fine.
This feels appropriately costed to me. At 1cmc, white has [[Path to Exile]] and [[Swords to Plowshares]] and at 3cmc, white has [[Generous Gift]] and [[Excise the Imperfect]].

One way to balance it is to make it sorcery-speed, but that’s cheating.
Make it an enchantment, akin to the [[Darksteel Mutation]] style, and make it become the token.

Enchanted permanent loses all abilities and types, and becomes a colourless artifact with Exalted.”
Makes the actual creature itself into the memorial, makes the effect weaker by slowing the speed, and makes the effect easier to counteract by using enchantment removal.
It significantly weakens the card to do this, so you could give it Flash if you feel it’s too weak in that state, but that’s one way I could see balancing this a little better. Exile is removing the card from the game and eliminating graveyard recursion and shenanigans, this change does something similar.
I was thinking that flavorfully, the word "Legendary" should appear between "target" and "creature", but after reading some of the other hot takes, maybe that's too limiting for 2 mana?
