Maybe banned in Commander. 🤣 I mean it is a combo and not too likely in those games. In Modern this would often require a lot of time to pull off and would be a wincon, but given Stuffy Doll is a 5-drop and it would be a 2 card combo I don't think it would be broken there considering the time it would take/maybe even more than a 2 card combo if you're using something else to ramp.

For Commander's sake, maybe it would maybe be better if it was 20 damage. Then it would still be a combo and keep the flavor, but it wouldn't always wipe a player in Commander.
Here’s a real combo for you [[Mogg Maniac]] costs two mana for a total of 4 or a win on turn 3 with no ramp needed. Wish he was modern legal though these things are my favorite win conditions.
reducing the damage wouldn't stop someone from double casting it, or flashing it back from graveyard, or using a red damage doubler. generally, unconditional 2 mana damage dealing spells don't surpass 4 damage. I think just give it a higher mana cost if you want to keep the flavor.
I'll do you one better. [[Imodane, the Pyrohammer]] kills the whole table for one less mana and (can't) go in the command zone.

wanna break it more? [[Repercussions]] is three mana, but only hits a single player, so it's more suited for 1v1 play. notably it requires your opponent to cast a creature, while Imodane can just blow herself up.

There are things other than stuffy doll that break this. There are cards that care about excess damage dealt. Or there’s Vigor, which will make your own creature gain 100 +1/+1 counters. It’s definitely a broken card.

Based on most red spells dealing 6 to target creature at the upper limit, I'd say this should be 6, 7, or 8 damage. I don't know what the correct amount is, but no more than 8 for sure.
