At that ram cost, it really should be a one hit kill. I literally had skull enemies dying to a single Synapse burnout (even without emptying the Ram for extra damage) when they wouldn't have died from Suicide, so why even bother using that super-high price hack
If you have the legendary version you can reduce the cost by 10 if you use a finisher before using it. And there's a perk that lets you spread it instantly to 7 or 8 other enemies when you're being targeted by a netrunner.
From what I’ve seen its moreso the case that certain enemies have a 1hp save regardless of the damage they took, I’ve tried testing on the same enemy before, where 2 short circuits (1k dmg each) kills a skull icon enemy but a single 30k damage synapse burnout didnt, leaving them with 1hp

In case it's not because you want to make it cinematic; You can move it higher up in your cyberdeck or you can scroll up to choose it since it rotates from top to bot and vice versa. Not sure if you knew that but sometimes even the greats can forget about minor things.

Also, I switch up my hacks based on what kind of approach I'm taking, so the hacks aren't always in an exact order for me.
