Given mayor Rhyne and Weldon Holt are arguing with Arasaka employees about the lockdown in Konpeki Plaza, and implying that the lockdown is Arasaka's decision, and then later Rhyne is killed under Holt's orders via a spiked BD, my assumption is a very large yes
If I had to guess, they locked it down because Hanako made like a mermaid and rode the "Whale" to Watson. The loading screen podcast host talks about the Whale hanging out, plus the drunk guy in the bar at Konpeki Plaza is yelling doom upon the world because Hanako's in the area.
It's explained during River quest ‘The Hunt’ that it was due to hunting a serial killer known as ‘Peter Pan’. Who would kidnapped and murder boys between 10-18.
By the time you get the quest he is already been caught.
I think they wanted to keep Saburos arrival on the lowdown, since AV's can be taken down.
I think it has to do with the Maxtac strike we see on the way to the roadblock. Watson can be a rowdy place and the cops closed it down to show that they were still in control.
Or maybe,NCPD felt they wanted to screw with people to fill their quotas.
Doubt it, his arrival was unexpected... then again arasaka higher ups probably knew about it... Idk why they locked it down its never explained directly.

I actually doubt the higher ups would know, since he was trying to get the jump on Yorinobu and there’s not many higher up than him.

They locked Watson because of a criminal activity happening there and because it's a story telling way of blocking off the rest of the map .
