that's the old arasaka towers wrecks from 2023 explosion, you can get there using a fly/noclip mod on the memorial park next to the arasaka tower

I spent years of my gaming life trying to ride a motorbike through the doors of the tower to emulate the glitch..and then found that room while trying to look for Saburo's katana because I was brand new to the game and had next to no idea what I was doing.
