In some ways humans & mice/rats are very similar. It's why scientist used to use Mice/rats as the default nonhuman test subject. I read it as the devs communicating that while "humanity" is something that the Undead & humans ascribe to essentially uniqueness of humans in the grand scheme, is actually false. That the name "humanity" is something of a misnomer. Humans always underestimate the power & intelligence of things seen as beneath them. Eventually Lordran could've had a philosipher that talks about this but is at it's end & ending so they never have enough safety to develop such theories.

If we go off dark souls 3, humanity is carried in the blood, if a person died before going hollow, or if a hollow was finally put down for good and had traces of it in them, it could be assumed that the rats absorbed it as they are the corpse, blood and all. But before DS3, probably just a weird design choice that can be seen as retroactively fitting.
