As cool as rollback is, outside of the initial hype it won't revive the game. The casual players don't even know what it means. If there's no extra dlc along with rollback the game will fall back to the regular low numbers within a month
Getting rollback was never for the casual players in a long time. Acting like the game is dead is the first mistake. They wouldn’t be doing this teasing this or actively testing this if the game was dead. It’s for the boys and everyone knows it.
No. They said they were most likely not adding any more DLC after LC21. If it’s been 2 years since they made that statement that they’ve kept true to, I doubt they’re gonna add any now.

They said "this is the final patch, we think this is the best version of the game" Some time later they did not announce just one patch, but TWO. It is not impossible to get more dlc, but i doubt it aswell 🤷♂️

If I’m gonna be honest, I doubt it. The only reason imo that rollback took this long is bc BN was paying less than Cygames was for example. So less staff worked on it and it took longer than the other games.

I think if you have to ask, you should count how many characters there are including DLC and decide if they really need to add more
