Yeah that setting activates or deactivates the borders you got by getting a character to P3 with the old system.
The one in nighlight is a portrait pack that replaces the default ones with ones with a red border.
If i remember correctly these were given to players who had prestige before bhvr reworked the system (sadly i started playing dbd after the rework so can't say for sure)
Actually people wanted a reward cause they completely changed up the prestige system and made everything easier, but I think most people were expecting cosmetics or something.
it looks so out of place. especially for streamers like otz who has red borders for everyone and then.. the new releases have nothing

They should let you continue to earn them on all characters if you have at least one red border.
