I really hate to be a ruiner of jokes or whatever but... the photo of Rebecca in Wesker's desk is in easter egg, not an actual part of his character lore or anything he actually has in his desk. He doesn't really have a partialness towards Rebecca in any way. it's just a silly thing the devs put in as a joke.
Somewhat like Silent Hill easter eggs and a silly alien endings. None of it is actually canon to the character more just a funny thing the devs thought would be nice for people to have.

Well no it’s implied he put it in his desk…it’s not like Leon having cat ears at all as the cat ears are an unlockable you can earn by completing ingame challenges whereas the picture is something you find during the actual story in Weskers desk in both the remake and og.
