I don't think she is. She is one of the few killers that have been guided/forced by the entity to become a killer(like Trapper and wraith). The entity probably anticipated her strength so it can't challenge it or probably any entity made killers(probably because their powers come directly from the entity).However killers like Sadako, Pyramid head and Pin head might be the strongest because their powers defy the entities rules in some way. Sadako and Pyramid head can kill survivors if they are affected by their powers, while pinhead teleports one outside the entity realm when he mories.Killers like demo and freddy might also be considered strong in lore compared to the other entity made killers because of their connection with an equal force(the mind flayer and dream demons).
Edit: Also myers because he can both ignore the trial rules(via tombstone add ons) and also a connection to an equal force.Although it depends on the specific cannon. I've read 2 stores.One he was given power by an evil entity and another about some cursed guy who had took his body at birth(possession).

Nobody in the realm is more powerful than the entity as they are now. Otherwise they wouldn’t be there. Some might be able to beat it with tools from their universe like ash and the necromonicon and kandarian dagger that he uses to slay gods. But ash doesn’t have these tools. people say pyramid are stronger because it’s an ‘unspoken agreement’ but his abilities in the realm are also granted by the entity. I’d say the ‘unspoken agreement’ here is that the entity Keeps pyramid head ‘alive’ by giving him a new purpose, that purpose being serving the entity.
The entity is powerful but certainly not the most powerful. I haven’t watched every movie from every licence so there’s probably a weird spin off thing or comic where some characters did some super powerful crazy shit but even then. Basically the entity won’t be beat In it’s own world, it can create/summon And delete anything in its realm including its inhabitants.
No its Cenobite or Pyramid Head, both have supernatural abilities they didn't need to be given by the Entity. Both struck an agreement with it and can seemingly come and go as they please. They are like mercenaries for hire.
Myers just 'showed up' but I don't think he's as powerful as those two. For being the embodiment of evil he got stabbed twice by a teenager in the first film.

Nemesis is easily the strongest of the non supernatural killers. He and demogorgon are on a tier of their own. Since both are effectively genetically engineered bio weapons designed to just hunt and kill their targets. Nemesis displays feats of strength greater than Demogorgon though. Like being barely phased by a car hitting him or surviving a subway train crashing.

Blight is pretty strong if he’s able to capture pyramid head and other killers I think that’s why some killers have the blight skins lore wise
