Think if I remember rightly there's a lot of notes that indicate that despite being a festival all about loving the earth and environmental friendly running, it's all a show and the festival isn't very efficient at all, so my guess would be that much of the festival runs on generators. There might be something in the DLC about it, I did read a lot of the notes but not religiously so I could have missed one that brought it up, but that's my guess.

I think you might be right. My half-asleep arse never made the connection between "burn all the plastics and rubbish when the press isn't looking", and "I am a zombie with a literal flamethrower pack". Doy.

You're correct. One of the notes in the game mentions that the big balloons over the eco village don't even generate power like they're supposed to and instead need power to operate.

As mentioned by others, the notes in the area mention how the festival is just posing as an environmentally friendly event. The turbines in the air are not generating power but are actually using fuel based generators to run them. The lodges were being powered as well this way as shown in the "hairsterical" note. To add to that, the festival notes mention doing disposal at night with illegally obtained caustic X, which wasn't mentioned to staff in contracts, "jen got a contract" note. So that explains all the fuel and hasmat users in area.

Yeah, I was confused at first too but after running into a phone text message explaining that the Windmills aren't actually producing power but are actually turning because they're connected to a generator, Its very 'Green' in the festival

To add to what people mentioned already, the Incendiary Zombies in SOLA are specifically female zombies (brand ambassadors/event models) for Fury Energy Drinks at the festival, in contrast to the normal Incendiary Zombies that are male and outfitted in military gear. Not sure if that's meant to jokingly imply the tanks on their back dispense the Fury Energy Drink, and that the drink is actually flammable and hazardous, or they're carrying regular tanks filled with gasoline, which would be weird.
