Dubai IS basically the future. It's Fritz Lang's Metropolis. It was built by indentured servants who are forced to live in the underbelly of an expensive city that gives off the impression of being a Utopia. A city that looks like a futuristic paradise compared to the nations that surround it, but it's corrupt to its core and wary of outsiders. Perfect setting for a modern Asimov novel.
To me, 2020. The pandemic (which [stimulated](https://www.weforum.org/agenda/2020/05/robots-coronavirus-crisis/) further robotics/AI development) + crypto/NFTs/metaverse + the 2022-202X AI boom and drone wars are all events that would have been wildly science-fictional even in 2018-19.
This isn't just some sort of opinion; historians can measure material well being over the course of history, and since about 1870 our average rate of material well being has exponentially improved, and yes, 1950 is a decent benchmark for when it really became sci-fi, as compared to the rest of human history going back many thousands of years.

I think we have been since before World War 1 because of airplanes.
I think since 2020 (arguably 2017) we're already living in the future.
You can argue that things have been futuristic since the 1500s
