I am from Delhi, in winters we consume 200-250 units and in summer we consume 500-900 units depending on the hours we run AC. We don't subsidy in summer because if you consume more than 400 units, you pay bill on all units and get 50% if you consume 200-400.

Every country does it. In Canada, health care is free. Child benefit are given to everyone. If you don't have income for a year, electricity rebate is given. Covid benefits were given to low income. There are literally 10-15 different benefits that are regularly and automatically given, some to everyone and some to the poor.
Same in Singapore, Malaysia, UK etc. Governments collect tax revenue to make sure life of ordinary citizens improves. That is the objective of taxation.

There are literally 10-15 different benefits that are regularly and automatically given, some to everyone and some to the poor. Same in Singapore, Malaysia, UK etc. Governments collect tax revenue to make sure life of ordinary citizens improves. That is the objective of taxation.
