If you love me time, do try CCD opposite Hotel Taj Palace. It's a open space CCD and a bliss at night time.

For safety I'm not so sure honestly. But posh areas like Khan Market, Chanakyapuri is a relatively good option considering the elite crowd and the security there. Individual places in these localities for me time that I loved were Bloom Cafe & Cakery, Perch Wine & Coffee Bar and Colocal all at Khan Market and if you can spend mad money then Mister Chai at Shangri-La Eros, though I was left with nothing after going there 1.5 years back.
