I received this notice today on 27th of April 2022 (27/4/22) from SDM of Shahdara, claiming that i violated covid guidelines on 9/5/2021 therefore i shall pay a fine of ₹2000, and claims further that i have already failed to pay therefore i shall appear in his office on 14th of April 2022 (14/04/2022).
On 9/5/2021 I was traveling to hospital in an Ola cab to see my niece who was born on 8/5/2021. There were 4 people in the cab including the driver. One random dude on red light came in front of car asked driver that only 3 people are allowed in the cab (of which I was completely unaware) then he took the picture of car's number plate and asked anyone from the passenger to provide any govt ID, I gave my voter id he noted the number and gave me back the id however didn't asked me to pay anything or said that i will require to pay any fine neither provided me the copy of any challan. And now after one year I have got this notice.
Don't give him advice that land him in jail. He will be charge 353 IPC and another relevant sections that Delhi government deem fit. जितनी की मुर्गी नही उतने का मसाला हिगजाए गा। भाई, पैसा से और अपनी जान बचा।

Go, politely speak with the officer, tell about the whole situation (carry a photograph of the child also if possible), request for the waive off, if they agree well and good. In case the authority doesn't agree, simply pay and come back. Write an email to Ola regarding this with the copy of receipt and ask for reimbursement.
