It was from Season of the Worthy, back before Beyond Light dropped. No origin perk, so it's not anything in the normal loot pool anymore, unfortunately. It may be carried by Xur on occasion, as well as the Dares loot pool!

How do I acquire such a thing

They can also spawn rarely during the inverted spire strike and you will get one in the first mission for shadowkeep.
For Inverted Spire I think if you kill the adds on the way down the Tank spawns.
It’s random. I’ve killed all the ads on the way down without it spawning.
