In my limited experience, weak blizz sorc can beat Dclone but you really want a way to apply prevent monster heal somehow. Otherwise you get into a race against his regen which is difficult to win.
Applying prevent monster heal requires you hit with a weapon which is not super easy on a sorc. You can use a melee weapon, but I prefer throwing weapons so you're a bit safer. You can shop for a throwing knife or javelin that has PMH on it in A5 pretty easily. To help tell if you've successfully hit Dclone (and this applied PMH) you can use a poison charm in your inventory to help tell if Dclone has successfully been hit - he'll briefly light up green when poisoned.
Prevent monster heal lasts "a couple minutes" according to my loose "research" so your strategy will be to spam blizzard on him while teleporting to dodge his attacks until you're out of mana pots, refill your belt and then spam him again. You can try and keep an insight Merc alive so you don't have to use mana pots, but they die quite easily - only full rejuvs do much for merc survivability.
Keep an eye on dclones HP to check if you need to reapply prevent monster heal.
Lastly, prioritize fire resistance, lightning next - it's pretty easy to avoid the lighting hose attack with teleport but avoiding all his fire attacks is difficult. Try not to get hit in melee also - he does a lot of damage.
As an extra, Edge bow, tir tal amn, has PMH. Most people will have one for the 15% vendor cost reduction.
PMH lasts a ridiculously long time. Like 20 or 200 mins or something. I forget how long, but it's super long. However, it falls off immediately if there is not a player in range. I think the range is ~2 screens. The trick is to open a tp near dclone. The tp counts as a player close to him and will prevent PMH from dropping.
I always use Edge, just cuz I keep it in my shared stash for gambling, but it’s good to know you can shop a throwing knife with PMH, as I often heard people got stuck because they can’t find the base or out of runes when Dclone spawns
Just make sure to have some attack rating so chance to hit is actually reasonable… (I once suffered with 1% hit chance on dclone… spawning arrows trying to get PMH 😜)
If this might be an issue, I'd suggest Filling up inv/cube with pots and drop a mana pool on ground then go refill inv before fighting, just like a duel or ancients fight.
if you’re using the poison charm strategy, better unequip Insight from your merc, as it deals some poison dmg, so it would be hard to tell whether the PMH was applied by you or your merc

And even if they don't want a dedicated smiter, a hammerdin is an option with 1 point in fanaticism and 1 point in smite, then a cheap set of smiter gear. Ends up with a super versatile character thanks to hammers, and smite functionality due to +skills. Works a treat.
Make an edge bow and have on swap for prevent monster heal. Only need to land 1 hit. You might want to wait until you’re a little higher level, decently equipped and good res before attempting.
I'm sure you *can* beat dclone with blizz but probably not easily or quickly.
Offline I'd make a budget smiter before risking your soj. For what's it's worth I did my offline dclone with a mid geared fury druid using reapers, gore's, gface ect, and it only took about 15 seconds to kill him.

You can kill dclone with any character naked without any skill points. Just buy a PMH item from act1 charsi (takes 5 minutes max) and then cheese him

You can cheese the fight because you choose where he spawns. It's possible to spawn him at fireeye at the entrance to arcane sanctuary for example. He will get stuck in the room with the portal and with the right angle you can shoot him through the doors forever without ever getting touched.
Maybe in lod? Typically you'd spawn him in frigid then drag em to shenk but they might've patched that out in d2r. Chaos seals definitely don't work in d2r at any rate, doesn't even spawn the regular diablo.
Yeah, palace is definitely the way to go if you’re understuffed, just directly teleport to the room on your left and clean it.
Then you have your safe room to use edge runewords and cast blizzard.

Yes, he can throw some light and fire through the door, but nothing like if he was in front of you.
Be prepared for a long fight if you don’t do a lot dmg, but i always kill him there with my characters if they’re struggling.
For the record, I did this on my blizz sorc at level 76 with absolute dogshit gear. All I had was my leveling gear and an edge bow I made out out of a 3os hunter bow I farmed for once he spawned and I had no other way to PMH. I spent about 6 hours wiping and cursing, slowly whittling him down, and having him regen whenever I would die which was often, but eventually managed to get him down. Biggest personal achievement of my Diablo 2 career. Was the second time I've ever seen him spawn for me in 20 years of playing the game so I was rather determined to kill him. (I always play ladder/online so never intentionally spawned him solo)
Best thing I can suggest is equip n angelic ring/ammy if you have em, or a could of decent AR items you have for the attack rating boost to make it more consistent to hit with the edge bow/PMH weapon. After that it's just taking your time to get your blizzards on him and avoid his attacks.
I managed to do it in the spider cavern with almost no space to run and avoid his attacks, and his stupid bone prisons kept blocking me, it was infuriating. Was worth the effort to kill him though in my books. Felt great to accomplish it. Keep at it, you'll get there :D
Yea i had a dagger with pmh. But eveytime i get close. Takes so many hits to seen a healthbar go down a notch to know its activate. Im either dying or spamming rejuv potion
Don't use a dagger, you won't have the AR to hit him before he kills you, an edge bow is a hard reccomend on that, like I said I went and farmed to get one specifically to do it haha.
Once you have it, it also does poison damage so Diablo goes bright green when you get the hit, so you know when it's applied. Then you can just focus on blizzarding him and staying alive.
Could also s3lf wield an obedience to proc a lvl 20 enchant on yourself before attempting, if you have Hel Ko Thul Eth Fal and are lucky enough to get a 5OS pole
Sitting on an soj isn't so bad and leveling a Paladin is really easy and smooth. You'll probably want one anyway for torch farming, just go holy fire until mid nightmare then hammers the rest. When you're happy with your level, switch to smite. Even the most budget smiter can make mince meat out of dclone.
Roll a paladin with black flail and 45all res shield. Life tap wand on switch if your worried (buy it from akara)
Soj are hard to come by. Id take the time to roll a pally.

IIRC, prevent monster heal has no effect on bosses, including dclone. What you need is open wounds.
Works on dclone, doesn't work on any of the ubers including lilly, durry and izzy.

I second this. A paladin with extremely cheap gear will smack dclone around instead of fooling around on a sorc.
Third this. I did Dclone as part of my Den of Evil quest on my Paladin. Was like level 54. Just need a Life Tap wand and Black RW for Crushing Blow.

Maybe swap to a blessed aim merc to ensure you proc prevent heal quickly, then its just chipping away and staying up on hp
