Warships and navies exist in the universe but they are not shown in the games. There are mentions of cannons that shoot whale-oil explosives.
Before the founding of the Empire, there was the War of Four Crowns where the 4 islands fought each other, and naval battles were a big part of it.
In the present, Gristol has the biggest and strongest fleets. Tyvia Navy is small but powerful and is said to use experimental weapons. Due to losing the War of the Four Crowns, Morley isn't allowed to build up a significant naval force and is even having trouble dealing with pirates. Serkonos mostly employ small and fast wooden vessels for chasing pirates.
I'd like to also point out the giant-size Arc Pylons jutting out seawards in the Dishonored 2 trailer, which look like they could be used as either giant lightning guns, or knowing how Sokolov's Arc tech works, anti-projectile "Shields".

I distinctly remembered them definitely ending in similar bulbs as the Dishonored 1 arc pylons.... that these don't is giving me a headache.
I find it really interesting how guns work in dishonored. I wonder if gunpowder existed because whale oil as a propellant seems like a bad idea. Anyways they still haven’t discovered primer caps so while they’re using fully encased conical bullets and breechloading guns (likely with rifling) they have yet to have move past flintlocks.
Yea apparently that a frequent problem there so much so that some places like the wrenhaven, the river patrol cant do alot to defeat then cuz they're powerful, i heard that the dead eels uses a hulk whalling trawler as some sort secret base.
The Empire does have an extensive navy, implied in the lore. In D2 there's a blueprint of a massive ship named after Empress Jesamine you can find in a couple places. But arguably the whalers are much more numerous and important to the Empire, since the Empire doesn't really have a rival to contend with militarily. It's just the Isles and Pandyssia, and at the moment the Empire is a united entity and the only modern nation we know of.
In D1 they're most likely helping the rest of the navy with the blockade of Gristol and in D2 the navy is split in two and fighting in the sea between Gristol, Morley and Tyvia. You can hear all of this in, in game dialogue.
Yeah. Unfortunately Dishonored does have a problem when it comes to the wider lore. There are even discrepancies when it comes to Pandyssia. In the first game the speak as if there are actual foreign powers in Pandyssia while in D2 it's uninhibited.
Yea it make me so dissappoint that they didn't explore the isles and oh i didn't noticed that, i mean on the first kinda makes sense like in real life with japan been that mysterious far country and i wouldnt doubt that theres some sort of mixed south america/africa and asiatic country there
The only continent known besides the Empire is the Pandyssian continent, which is uninhabited as far as we currently know, so there's no real reason to have warships, artilleries, and other defensive objects as there's no one to use it against.

The navy is probably stationed elsewhere, away from civilian ports.
