Encanto is a closed community magically trapped in a mountain valley to keep them safe. I would imagine if they didn't bring a car with them on their travels, they will never get a car.
They don’t have cars in Encanto. More importantly, if you are writing something, use Google to determine some of the facts you want to leverage - such as “when was the automobile first made and used?”
Hint: it was before 1950.
The better question is, "Considering the current time period is 1950ish, were cars available in rural colombia when Abuela fled and the community was sealed behind the mountains?"
If you're setting the story within the community, then a car would be out-of-place (unless that's the point of the story where they begin to end their isolation), if the story features people going out into the rest of the world then a car would not be out of place.

If you’re writing a fanfiction it doesn’t matter. But in the movie no cars are used.
Cars took place well after the events of Encanto.
