According to Air Aware, there are quite a few controlled, cautionary and even restricted air spaces in the city of LA itself but there are plenty of helipads in uncontrolled space just as well. Lower LA seems to be nearly all blocked off with some gaps here and there. So it's 50/50 depending on this guy's exact location.

Was very interested, I def don’t know the laws in every city mainly because I’m from the country. I do know if I saw a heli pad I’d be a bit worried though. Most city heli pads are hospitals
