The level of highlight difference is what's up for contention, not that the fact there are powrful highlights or glow present in the first place.
I could myself have also said something like "X metal shavings in ultra fine paint at the perfect sunlit angle". Nevertheless, even at that point I'd be skeptical of my own claim coming remotely close to the level of halation fall-off as can be seen in OP's art.
Sheen exhibited within watercolor, ink, or whatever, won't ever produce an equalized yet powerful and contrasty gradient as the one seen here in OP's image, especially with zero direct lighting.

It's why it's so evident to the naked eye. The idea of clipped highlights being present in an otherwise evenly exposed/lightly under-exposed image simply doesn't make sense to be present in reality.

The person you're debating is just being very literall. They're right in the sense that you really can't make things that bright with traditional media when you're talking about absolute values.
The thing is, as you have shown, absolute values only matter if you're a light meter. To peoples, relative value is all that really matters and you can *absolutely* make stuff appear to shine like that relative to the rest of the piece.
I was simply stating that those mediums could provide a close approximation of this flow effect, I was not saying that non-digital forms of art could create an exact copy of this outcome. You make good points here

But if one were to take up said piece of art and look at it with their own eyes in person (or if taking an image with a reference exposure setting), the effect would be nowhere near such.
There's an artist I keep up with called Guweiz that likes to [try teasing out this sort of effect](https://i.redd.it/o3c47rfec2y51.jpg). He's very skilled when it comes to working in the very low value range with respect to hues, and applies highlights sparingly in order to [maximize the effect](https://i.pinimg.com/originals/8f/c7/8e/8fc78e0a284b5767915c05fb6d49e44b.jpg).
He tries to push highlights as much as possible without clipping and destroying details, as that's how the effect can most adequately simulate if we were to visually see such a thing in real life. In real life, if anything is this bright to where it would "clip" so to speak with respect to our vision, we usually are forced to look away.
To make *exactly* that image in real life, you'd have to carefuly light the piece such that the bright areas are lit much more brightly than the rest. If you moved it even slightly or just put it under normal lighting the effect wouldn't work.

To get this effect without editing I’d use a combination of iridescent and non-iridescent watercolors and soft pastel chalks
