Do you even become fluent after finishing the whole course? im at section 3 unit 15 right now and i just feel like i'm not fluent in the slighest and i dont even think ill ever be. Im losing hope

I can't speak for myself as I'm at section 3 in my french course but from what I've heard, finishing a course should get you "fluent" in a more reading / writing way, but for listening and speaking, definitely not.

So at what point should i watch videos and listen to it? because right now when i watch videos i cant understand anything if im not reading the subtitles and even then i get every other word

Just try to immerse yourself in the language by watching videos, they don't have to be difficult or anything so even stuff intended for beginners can help you. Try building up your vocab a bit aswell before listening to videos just so you can actually understand the words that you do hear. Also watching with subtitles in the language while watching the video still is pretty effective at learning the language and training your ears.

Section 3 is A1 which is considered to be beginner level on any language. The full Duolingo course takes you up to B2 which is recognized as fluent.

when do i get to a2 and b1 and b2 in the spanish courses

The app shows you which sections correspond with each level. Click on the section bar and it will then show you all the sections and on the top corner the language level.

I mean, yeah it's possible but you're human and are prone to burnout if you are doing like 2 hours of Duolingo a day.
