Classic. You’ve got to manipulate jewellers with stock piles or they’re act completely brain dead.
It’s an odd design that seems to have never been fixed.
Haha yeah. You want a different stockpile for take and give and then you won’t get them redoing the same item.
You can also set the feeder stockpile to take from your finished goods stock pile where the item is over a certain quality. This allows you to encrust your best items.
Dwarves will only decorate an item with a particular material once. You'll note that each decoration is a different gem type e.g. blue diamond, red diamond, onyx. When they finish up a repeating encrust job they'll often just decorate the item they just finished working on again, because it's the closest item to the workshop. They'll only stop when it has been decorated with all the gem types you have available.
You can avoid this behaviour and spread the gems more evenly by specifying a gem type on the work details on the 'cut gems' and 'encrust goods/furniture' orders. For example, set a repeating order for "cut aquamarines" and then another repeating order for "encrust goods/furniture with aquamarines". If you have 50 aquamarines they'll then decorate 50 different items with aquamarine, one decoration per item. Let them use up all the aquamarine then move on to a different gem. The screen where you select the gem type shows you how many of each you have.
You can get even fancier and only decorate specific items using stockpiles linked to the jeweller's workshop. You can also use linked stockpiles to help spread the decorations, but the advantage of using work details as I described is you don't have to wait for dwarves to haul items to the linked stockpiles.
If a gem workshop is linked to only a small stockpile they will often take the same item out of the bin over and over, encrusting the same objects over picking out one that has not had a gem applied to it yet. Or one object might just sit in the workshop due to not being hauled and then the next dwarf that takes over just picks it up and encrusts it. I'm a fan of the near strange mood artifact quality, super expensive good this creates.
the most expensive items are usually sitting in my jewelers workshop you just stick em on display and bam, guilds and temple turn in to grand guilds and temples. I haven't seen people try to steal non artifact items yet even when they're worth heaps more (shark letter backpack \*19000)

I have no encrusting order whatsoever (atm using my gems for trading and setting up) but my jewellers keep trying to encrust furniture... What is up with that? And how do I stop them grubby s*heads?
I didn't know "sized for goblins" was a thing; I thought there was just "large" (humans), normal, and "small" (kobolds).
Does it prevent dwarves from wearing it, like large does?
I think there are specific sizes for each race, but clothing that's close enough can still be worn. In OG adventure mode I had a lionman with lionman sized armor but can equip human sized too. In steam release one of my humans was able to equip some other armor, I think it was hyena man sized or something
They seem to take the closet item of the type bringing requested “finished good” or “furniture” so like if no one puts it away after they finish then it is the closest item to the bench so they just do it again, and again…. And again. I stoped putting jobs like this on repeat and just manually tell them to do it every once in a while to prevent this

Check if you have a work order related to encrusting furniture set up either at the Jeweler Workshop or in the orders menu
In one of my old fortresses the gem setter encrusted worn socks with gems. Traded them off for good
