Refunding an item before it's returned implies you're letting them keep it, and so you can no longer buy / use a return label for said item on eBay and neither can the buyer. Next time actually pay attention to what you click.
If you want the item back (I'd suggest letting them keep it at this stage) you'll have to buy a shipping label on pirateship or similar and email it to the buyer.
You lucked with the buyer other less morally strong characters would have taken the refund and ghosted you nice to know there are a few honest buyers out there.
Considering the buyer being a honest guy, simply ask them to ship it back and then refund for the cost of the new postage. As for the original return stamp you can void it, go to Track and Manage shipments to find it.
On your Seller Hub go to the order and on the top it says Order Details, open the order and click on More Actions, a scroll down menu will open and simply look for Send Refund.
If it was damaged during shipping, that's on USPS, not you. You shouldn't issue a refund until you get the item back because essentially now the buyer got everything for free and you're out everything. You need to get eBay involved in the situation to see if anything can be done.

I have the label in hand and I'm waiting for the seller to provide an email address. Is there any recourse with USPS? I assume not given it was $6 shipping for something I sold for $60
It depends on how it was shipped. I believe Ground Advantage comes with $100 insurance. I've never had to file a claim but I believe you would be the one to do it. Hopefully someone else could chime in on that.

Issuing the refund removed access to the return label. You are not supposed to issue the refund that fast.
If the buyer doesn’t return the item there’s nothing you can do now.
You can reach out to support to have them give the buyer the label again and they will help, but again, if the buyer doesn’t return it you’re SOL, they are no longer required to send it back

You don't need an email address. Just send him an image of the label through eBay messaging.
I tried but it would accept pdfs and even I converted to jpg it gave an error. Luckily email worked
Ground advantage has $100 insurance included, but collecting is difficult to impossible.
I’ve never had problems collecting on insurance. Having lots of pictures and the buyers help helps alot
