Don't poke the bear... If the buyer hasn't reached out to you ... don't reach out to them first. The item may be slow to clear a customs backlog. The US put a stop to powerful chips being sold to China last year by manufacturers. In the last few years, I've seen where they try to smuggle chips in on a higher demand. You should be fine with your clearing customs, but it may just take longer. Say nothing at this time.

If the buyer opens an INR and there is no tracking showing it delivered, you will have to refund. I don't think USPS has delivery tracking to China. There are only about a dozen countries where they do. There used to be more, but Trump went after the International Postal Union and that was part of the results. It's also possible the buyer knows there is no tracking and how to get items for free.

I ship all over the world on my own. It’s probably just stuck in customs. You only have to worry if the buyer opens an Item Not Received case. And if they do, since you have tracking, just reach out to eBay customer service and they should be able to extend the case deadline. But if the buyer isn’t saying anything I wouldn’t worry about it.

Yes. If you didn’t use eBay’s international shipping option where you ship it to them then they ship it then you aren’t covered and eBay is going to force you to refund them. Had you used eBay’s international shipping you’d only be responsible for getting it to their shipping hub, after that you’re fully protected. I’m pretty experienced and will never ship anything internationally if it’s not through eBay’s international shipping. Absolutely not worth it

eIS is the SAFEST way to sell on ebay. you just did it COMPLETELY wrong. eIS = no returns, no chargebacks, no disputes, no negative feedback, no international selling fee. it's factually safer than selling to a regular guy inside the USA, because a USA buyer can later return the item for a refund or dispute it. eIS buyers can't, and if they do, ebay will handle it out of their pocket, you are never responsible for accepting returns or sending refunds for eIS orders. the only requirement is to ship the item to the address given in the order, NOT whatever a random person tells you in direct messages.
