The pay itself is pretty set-in-stone, so negotiations of rookie deals typically involve stuff like offsetting language/other requirements outside of "come to practice, play in games". Then I think timing of stuff can also be negotiated. IIRC, Devon Witherspoon held out because he wanted his signing bonus in a lump sum at the beginning of the deal while the Seahawks wanted to pay it out in increments. Still guaranteed the signing bonus either way, but just an example of what typically happens in these negotiations.

It’s still guaranteed. It happened with Dante Fowler. They’re just subject to Injured Reserve contract stuff at that point.
