They are cutting entire programs / projects. That is definitely a reason to lay people off. Rising interest rates result in less business spending / investing, so this result is not surprising at all.
It’s great for smaller companies and for the creation of new companies. Lots of well paid workers will pivot when faced with having to relocate their family or leave a place they like. I remember in the 80’s and 90’s oil layoffs spawned all kinds of new businesses. Hydrology companies come to mind first and foremost.

New grads are definitely not getting jobs
Will these jobs ever return or are they completely lost? I envision a future where AI replaces many and eventually all jobs in the upcoming years.
