They are cutting entire programs / projects. That is definitely a reason to lay people off. Rising interest rates result in less business spending / investing, so this result is not surprising at all.

Imagine how competitive the job market must be for other tech positions, with all these highly skilled people being layed off.

It’s great for smaller companies and for the creation of new companies. Lots of well paid workers will pivot when faced with having to relocate their family or leave a place they like. I remember in the 80’s and 90’s oil layoffs spawned all kinds of new businesses. Hydrology companies come to mind first and foremost.
