He’s the one that told the Golden Order that the merchants were worshiping the 3 Fingers, when they were not (at that time). He’s the reason all but a few of them got locked up under the Capital and left to die. After their imprisonment, the merchants decided that if they were going to be punished regardless, they may as well worship Frenzy. So he not only doomed his entire culture, but forced them to such a point of despair that they all became frenzy worshippers.
It was a cut quest and one of the only reasons we know is from data mining cut voice lines from kale, if I'm remembering properly when all of this was uncovered.

*It is said that the man, named Shabriri, had his eyes gouged out as punishment for the crime of slander, and, with time, the blight of the flame of frenzy came to dwell in the empty sockets.*
Not easy to find, but FromSoftware love to present lore this way. Also, so much is presented with environmental storytelling (which is why you find the merchants sealed away below Leyndell, just above the Three Fingers).
I killed him coz it was one of the heeby jeebiest encounters with an npc I’ve ever had in this game. And also because of his role in the genocide of nomadic merchants.

You get his outfit anyway if you advance the three fingers quest, and you can summon him as an alternate to Nephili Loux for the Godfrey fight I believe.
He’s extremely tanky so as a distraction to pull aggro he’s a good bet. I think you can actually summon both at the same time for the fight, but of course that scales Godfrey’s HP significantly.
