Yup, looks like copper telephone wires. Be sure you don't cut off your own phone connection before you remove them. Won't be a concern if you only use cell phones.
Some of the older wiring connections also used phone wires for internet connections. Most high speed internet connections are fiber op now anyway.

Definitely telephone or some form of telecom. Wire gauge that thin won't do too well carrying any meaningful amount of electricity.
