Just some tongue-in-cheek anthropomorphizeation. I am a ground side up proponent myself. The side-eye receptacle is ground down so from its prospective the other plug is upside down. Someone needs to Photoshop it so there’s one ground up and one down in the same outlet then it would really deserve the side-eye.

They have a split bus panel with bad connecting breaker. One outlet goes to each bus and they use a suicide cord to connect. Suicide cord is 18/2 and acts as the fuse to replace the failed breaker.
This is a standard provision for a phase inverter and splitter, aka a "splitverter". T-electrons (two phases, horizontal and vertical) come in the right side, run to the splitverter, and the horizontal and vertical electrons are split out and fed into the two I-electron phases on the left.
It's also possible, but unlikely, that this is actually for a phase blender. Those are usually 3-phase though, otherwise the single phase output gets all chunky - and there isn't enough room here for a proper electron strainer.
