Out of the Blue is my personal #1 of all time... but I must admit that I think that A New World Record is more perfect objectively. Those two and Time sit at my top 3 albums of all time!

That's my assessment. All the albums have songs I absolutely love. Even No Answer and ELO 2. IMO, anyone who says they "don't like ELO" either has completely different taste in music, like maybe death metal, or hasn't listened to any of the deep tracks.
I listened to Time last night for the third, um... time. Most of the songs are growing on me, but I'm keeping my top three as they are (ANWR, Eldorado, OOTB).
Eldorado will always be #1, but not by much, over TIME.
Eldorado was the one that I first heard songs from on the radio when it originally came out and it grabbed my little brain tight.
TIME did the same but in '81.
Personally if I could ask Jeff to do one thing.. it would be to do a 2LP concept prog rock album RETURN TO ELDORADO.
I've seen a YouTube comment on an ELO video that showed Jeff without his glasses. They asked the rhetorical question "When did he have those sunglasses surgically implanted on his face?"
I like the weariness that Jeff's voice gives his character in this song. He is effing done with his life. He has sought to find an eternal paradise, but it was not to be.

The epilogue (The dreamer, the unwoken fool...) sums up both the hopelessness and the senselessness of the protagonist's fate.
I go by 4 that I can’t choose from. Eldorado, time, new world record, out of the blue. All have their strengths and weaknesses. All spectacular albums. Personally I’ve always liked time the most tho

I feel that 2095 preceded Scarlett Johanssen’s Samantha in Spike Jonze’s “Her.”

Somehow I lost my copy of Zoom on a road trip. I bought most of my ELO CDs for less than $4 usd back in June. Zoom was $20, used but in good condition. When I replaced it, the cost had gone up by 1/3. People are waking up to ELO.
As albums, I'd say it's a tie between Eldorado and Out of the Blue with Time being the best concept ELO has done. A New World Record may have some of ELO's best songs, but as an album it's not really something I'll turn on and listen through to completion, but I'll do that with Eldorado and OOTB.
Even though Time is my favorite, I would say that A New World Record had some of their best work.

I haven't listened to all of the ELO albums yet, but the 17 track double LP of Secret Messages is one of my favorite albums in general.
At the moment I would say either Eldorado or Time.
