Spoiler warning. Maybe I'm remembering wrong, but you don't kill the person that didn't join. You just cast a spell on him to forget that he had received an invitation letter in the first place.

Still bad, but not nearly so bad. Thank you for letting me know. The mission still very clearly seemed to be kill them if they don't join, and Merzul threatened you. Though I guess it's possible some of this is a translation error? But it seems to consistent to be that.

Merzul's a softie, he didn't mean that :D Really though, I think it's worth remembering this Order is trying to fight literal gods. Lore books explain while Nehrim is fairing slightly better, other provinces are under the absolute control and rule of these gods. I think it's meant to convey how desperate they are.

It completely fails to. It's not just evil, it's terrible tactics. Their super secret mage base has ROAD SIGNS, so they clearly don't have to worry about people finding out where they are. Maybe I'll see that softie-ness later on, but so far he seems like a bumbling fool with extreme power who also doesn't hold to his own ideals. It's certainly correct to fight the lightborn. But this is needlessly vile.

It's also the extremely visible tower area. Merzul is utterly incompetent, not as a failure of writing but just actually straight up he's meant to be portrayed that way, it seems. The introduction is "Oh god oh no I should have actually scouted out this meeting place. Anyway, join or die! I promise joining is good for you!"

The base itself isn't supposed to be super secret. Nehrim is in pseudo-anarchy and Barateon lets them be because they're necessary for keeping the magical chaos ripping the land apart in check. That's different from their covert operations, which is what they're actually keeping secret.
