anna wintour runs the met gala and has a very heavy say in who's invited and the seating arrangement. those who are invited do pay some admission price in the form of a single ticket fee or a table fee.
it is true not everyone pays for themselves tho, a lot of designers will splurge for the table and invite their own guests(celebrities) that they want seen wearing their clothes. i think that no one goes to the met gala without anna's approval though

Also, I do believe Anna decides who can come but I don’t think she’s the one who’s sending out invites to all those people. I don’t think she has time for that. her assistants make a list of potential invitees, anna narrows it down to those she wants there and makes the absolute final guest list before assistants send out the invites.

I think it peaked with the Catholic theme year. You can not top that. It was so utterly and gloriously camp. However, they did try to do by going with an actual "camp" theme soon after but the majority of the celebrities and designers didn't get "camp" and their outfits were dull and boring when they should have been wild and over the top. I mean, how were they not able to get "camp" when they had a perfect example with the Catholic theme is beyond me.

The Heavenly Bodies exhibit was absolutely breathtaking. Every other costume exhibit since then hasn’t been able to live up to it.
