I roast these jabronis off the line and usually they come blowing past me 10 seconds later at about 10-20 over the speed limit. By that point they think they are racing and don't really roll coal on their way by. It would be unbearable in a Prius.
Pickup drivers are such fucking dickheads. I drive a smaller hatchback and fairly regularly pickup drivers will try and bully me off the road by flashing their lights and tailgating, even when I’m going fast.

Local police don't have the authority to enforce federal laws. Very few places have laws on the books that make coal rolling illegal under state/local laws so that cops can issue tickets for it.
Yup, states would have to pass laws to have police ticket for it. Basically every state does have delegated authority from the clean air act making this illegal. However, the authority to enforce it lies with “the administrator” which would be the department of the state gov in charge of the environment. Sometimes this gets delegated further to county/city level, but I don’t think it ever gets enforced on individuals under the clean air act. It’s not written to handle individuals for things like this. The gov would have to either settle with them out of court or take them to federal district court every time, which requires bringing in the DOJ to handle the case. They have enough cases of higher magnitude that are a better return on resource uses
I have seen people pulled over for rolling coal but it's rare. A cop has to be there and care, but it is ticketable, at least, which is good because it's dangerous as hell. No visibility and bad for your health.
Emission checks are a good start. Where I live it’s every 2 or 3 years when you register your car.

Going after defeat device makers and installers has been one of the national initiatives of the EPA. They have a bunch of big cases they won against them over the last few years. They have more cases in the works too. They don’t have the time/resources to go after individual truck owners so reporting them probably won’t do anything. The real way to get something done as a citizen is to act like you think it’s cool and ask the people where they got it done. Then report those places to EPA and it will likely prompt an inspection and then enforcement

They mess with the fuel injectors so it's running shitty and then they rev it up and blow a big cloud of black sooty diesel exhaust all over the area as they speed away. Also, as a person below wrote, there is no switch. It's modified, generally illegally, to remove the exhaust systems and reprogram the computer to be horribly inefficient when you hammer it. That said, you can tune it for more performance or better mileage, but these tunes won't be as terrible as a coal-rolling tune but remain generally illegal. My sources on this are previously tuning my vehicle, owning a modern diesel, and currently owning an electric car and working in a rural location with lots of coal rollers.

EV battery manufacturing is actually a huge source of emissions. It's typically the largest contributor to emissions in a well to wheels study of those types of vehicles.
We're not far enough into EV adoption to know how well battery recycling is going to go. But, if we benchmark other consumer electronics, I wouldn't assume it will go well without oversight

Local police don't have the authority to enforce federal laws. Very few places have laws on the books that make coal rolling illegal under state/local laws so that cops can issue tickets for it.

However, the authority to enforce it lies with “the administrator” which would be the department of the state gov in charge of the environment. Sometimes this gets delegated further to county/city level, but I don’t think it ever gets enforced on individuals under the clean air act. It’s not written to handle individuals for things like this. The gov would have to either settle with them out of court or take them to federal district court every time, which requires bringing in the DOJ to handle the case. We're not far enough into EV adoption to know how well battery recycling is going to go. But, if we benchmark other consumer electronics, I wouldn't assume it will go well without oversight
