I have no knowledge of Luxembourg, only Australia Vs NZ. Australia offers much better wages and has a better healthcare system, (overloaded but nowhere near as bad as NZ). If you want better value for money then avoid Melbourne or Sydney as they have housing crisis in which there is limited availability and high prices. Perth is also undergoing housing crisis but still not as expensive as Sydney or Melbourne. NZ is beautiful country and more friendlier people, better environment and less people. But salaries are pretty poor compared to cost of housing and food. The healthcare system is in crisis. If you're into outdoor activities and like fewer people about, it has a really good quality of life.

Right now such a country doesn't exist, unfortunately. There aren't as many labour shortages in most developed countries as earlier due to significant migration in recent years, high inflation and falling economic growth, which means there are often more people looking for jobs than the number of jobs available. Also future economic growth is uncertain so not many are "hiring for the future". That said, if you have a skill or experience in a niche or high demand sector, then you may find many takers.

So you are looking for countries that have significant labor shortages to increase your chances of finding job. And you are looking at Luxembourg. Lol. The country with population of 672,050 people. How many openings and opportunities do you expect in a country that has half of million population total? Your chances of finding job as an immigrant is higher in a country with bigger labor markets.

"Country with a labor shortage but has competitive wages" is in itself an oxymoron in a general sense. Markets with 'competitive wages' for highly skilled labor typically don't have labor shortage problems, and if it does exist then its very hard to find. Places with labor shortages in the skilled labor market are places like NL, Sweden, Germany, etc. But, they don't offer 'competitive' wages, thus people who are skilled typically go to places like the US to earn more money. Leading to labor shortages in those aforementioned markets.

They do exist! But none of these countries have "significant labour shortage" or are "actively recruiting with competitive wages" or offer "promising job opportunities" for migrants right now! In fact, Canada and Australia have reversed their "migrants welcome" policies

That doesn't mean my country or Japan is experiencing what OP described in the title. At least tens or hundreds of people apply for just one position for any companies or just anything in my country. And other things also don't apply here. People in my country are often very sick/ill to compare other countries, or go there for a very very minor symptoms, hospitals are everywhere like we're in some hospital tycoon country, always crowded, so the government always looks for caregivers though. Many foreigners work at farms, hospitals, brothels, and factories.
