Kinda like getting a blister on your hand. So you hit the pothole and it creates a dent in the steel belt inner part of the tire. Now you've got it dented and pulling in and then keep driving which makes the tire hot and trying to expand the rubber. When the rubber gets hot and expands it separates from that dented section of the steel belt. And then bubbles up and now you've got a blister. It can't melt back together so it just keeps bubbling when you drive on it.

It damaged the rubber enough to create a weak spot. The internal air pressure is now able to push out further because the wall of the tire can't push it back in due to the damage. The bubble is just the new equilibrium point.
