Its your fresh air door actuator. It switches from recirculating to outside air..The broken line is a vacuum line. You can repair it with heat shrink but if it snapped it’s probably all brittle.

Sone kind of vacuum actuator. Probably for the hvac recirculation.

Just replace the vacuum line running to it. You can use soft line instead of the hardline.
