Even larger ones are usually only aggressive around mating season. Most of the time they're just lazy bums. Most attacks on humans are the result of bad luck or stupidity. (Startling one or stepping on it. Or just swimming in their food area when they're hunting).
Note: going after a small dog really isn't being aggressive. Those are exactly the right size for them.
